for Project Monitor
Position Title: Project Monitor
Location: Vilnius, Lithuania
Duration: 1 year (flexible based on project length)
Reports to: Senior Grant Manager
1. Overview and Objectives
The Project Monitor is responsible for overseeing the progress and implementation of projects funded under the Belarus Beehive initiative, ensuring alignment with the project’s objectives, compliance with grant agreements, and the achievement of anticipated outcomes. The monitor will conduct site visits, provide ongoing assessments, and deliver comprehensive reports to support the project’s success.
2. Duties and Responsibilities
А) Evaluation Methodology:

Develop and implement an evaluation methodology specifically tailored to the Beehive2.0 context and goals, ensuring that the unique challenges and objectives of the project are adequately addressed.

Utilize both quantitative and qualitative indicators to measure progress and effectiveness, aligning with the specific criteria and expectations outlined in the project proposal and evaluation grid.

In project monitoring, the following approaches are used: periodic assessments for regular data collection and adjustments; milestone monitoring at key stages to ensure goals are met; self-monitoring by teams with regular reports; and thematic monitoring focusing on specific aspects like gender equality or environmental impact. Each project may have its own customized monitoring design to best suit its unique requirements and objectives

Use the designated online platform for uploading and submitting evaluation reports, ensuring that all findings and recommendations are documented and accessible to the relevant stakeholders.
B) Situation Assessments:

Perform baseline, mid-term, and final assessments to evaluate the project's status, challenges, and impact.

Provide an initial assessment to establish a clear understanding of the project's starting point.

Mid-term assessments to gauge progress, identify potential issues, and propose corrective actions.

Conduct final Compliance monitoring to ensure that all project commitments to donors, partners, and beneficiaries have been fulfilled.
C) Site Visits:

Conduct at least one site visit for projects with a duration of up to 6 months, two visits for projects from 6 up to 12 months.

During visits, assess the implementation progress, target groups and stakeholders engagement, and adherence to the project timeline and objectives.
D) Recommendations and Reporting:

Provide detailed recommendations at the mid-point of the project to assist grant managers in decision-making and project adjustments.

Regularly inform the grant managers of ongoing monitoring activities and any emerging concerns or successes.

Submit a comprehensive final report at the conclusion of the project, highlighting key achievements, lessons learned, and suggestions for future improvements.

Communication and Collaboration:

Maintain regular communication with project teams to ensure ongoing support and alignment with project goals.

Collaborate with grant managers to address any issues or risks identified during the monitoring process.

3. Timeline
The monitoring activities will be spread across the entire duration of the project starting from October 1st 2024 till August 31 2025, with specific milestones at the beginning, middle, and end of the project.
4. Compensation
Compensation for the Project Monitor will be provided on a contractual basis, structured around the successful completion of three key monitoring phases: initial, mid-term, and final evaluations. The monitor will receive €200 for each working day. The total amount will depend on the number of projects being monitored.
