Terms of Reference for Evaluator
of Grant Applications

Position Title: Evaluator
Location: Vilnius, Lithuania
Duration: 2 months

Reports to: Senior grant manager


 

1. Duties and Responsibilities of the Evaluator

The evaluator will be responsible for:

  1. Reviewing grant applications and assessing their alignment with project objectives and thematic areas.

  2. Providing detailed summaries and recommendations for each application to the independent selection committee.

  3. Ensuring impartiality, fairness, and transparency throughout the evaluation process.

  4. Maintaining strict confidentiality regarding the contents of the grant applications and discussions within the evaluation process.

  5. Managing all grant submissions digitally through the web application provided by the project, and ensuring data security and confidentiality throughout the evaluation process.

     

2. Project Applications Evaluation Criteria

Evaluation criteria will be based on guidelines outlined in the project's Guide document, focusing on the following key factors:

  1. Relevance: Evaluate the alignment of the project with the goals and priorities of LOT 1, including its potential to support Belarusian civil society organizations (CSOs) and civic initiatives.

  2. Situation and Stakeholder Analysis: Assess the project's analysis of the problem, context, target groups, and stakeholders, including potential conflicts of interest and strategies for their management.

  3. Goals and Planned Changes: Analyze the coherence and feasibility of the project's goals, methodologies, and anticipated changes, with a focus on innovation and timeliness.

  4. Project Planning: Evaluate the clarity and feasibility of the project’s implementation plan, including risk management and consideration of cross-cutting issues.

  5. Applicant Capacity: Assess the applicant’s organizational capacity, including team qualifications, decision-making processes, and internal resources.

  6. Partnerships and Sustainability: Review the project's strategy for ensuring sustainability, including partnership roles, co-funding possibilities, and the long-term impact on the implementing organization.

  7. Budget and Economic Efficiency: Analyze the project budget for detail, organization, and cost-effectiveness, ensuring a satisfactory balance between expenses related to project goals and management.

     

3. Reporting
 

Ranking of Applications: Rank the applications within each category based on their scores, evaluating the quality of the application form, alignment with the competition’s priorities, and the needs of the civil society organizations.

Detailed Evaluation Reports: Submit a detailed evaluation report for each application, including scores and written comments, by the specified deadline.

Summary of Findings: Provide a summary of overall findings and recommendations to the Senior Grant Manager and the independent selection committee.

 

4. Duties Timeline
 

The evaluation period will span from September 6th for the second competition round. All applications must be reviewed by October 15, 18:00 Vilnius time, to be considered for evaluation by the independent selection committee. Successful completion of this probationary period will lead to a two-year contract.

 

5. Compensation
 

Compensation will be provided on a contractual basis, with 25 euro per application. Total amount approx 2400 EUR
